It is based on the technology because even though we have n ample supply or quantity of a particular resource if we do not a have a proper technology to utilise it then it is considered to be as a stock.
It is also based on the level of feasibility because even though availability of a resource is high and the technology to utilise it is also high if it is not economical or affordable for all the segments of the society then it quality drops down,
