1) there are more than one level of government.. That is central, state and local level government.
2) supreme court is the highest court of authority and interprets constitution an powers of different levels of government.
3)the authority and existence of each level of government is constitutionally guaranteed.
4) the changes in the fundamental provisions of the constitution require the consent of both levels of government.
5)different tiers of government have their own jurisdiction regarding taxation, legislation and administration.
