Ghana’s government returned to civilian authority under the Second Republic in October 1969 after a parliamentary election in which the Progress Party, led by Kofi A. Busia, won 105 of the 140 seats.

Most Ghanaians believed that their actions would favor the nation as a whole, in contrast with that of the government of Nkrumah, which was perceived to serve the limited interest of the party and, more specifically, the "personal agenda" of Nkrumah.
• Busia gave assurances that far more democracy, political maturity and freedom would take place in Ghana, as politicians who were allowed  to run for the elections in 1969 were advocates of Western democracy. The initiatives were intended to mitigate the unemployment caused by the volatile economic condition in the region. Policies had become popular since foreigners, particularly from Lebanon, Asia & Nigeria, were pushed out of retail industry, as they were seen as illegally monopolizing Ghanaian trade.
• "Austerity measures" were imposed by the "Busia administration",  which in the long run proved effective. These measures were part of "economic structural adjustment" efforts to place the nation  on a "sounder financial base."
• Though Busia's govt. had lasted less than three years, there is no culture in Ghana that can't see signs of his growth measures. Busia's govt's impressive achievements include road development, housing, health care services & water supply. Dr. Busia was the first Ghanaian leader to set up a "Rural Development Ministry", a development that was aligned with his dedication to rising rural resident living standards.
