A State Legislative Assembly (Vidhan Sabha) can pass a resolution for the establishment or elimination of the State Legislative Council (Vidhan Parishad). Thereafter the Union Parliament passes a laws for establishing or elimination of the Legislative Council (Vidhan Parishad) for that state.

The state legislature in India resembles the Legislature at the Union level. Only difference lies in the fact that some of the legislatures are unicameral whereas some are bicameral.

The state legislatures of Uttar Pradesh, Jammu and Kashmir, Karnataka, Bihar, Maharashtra and Telangana are bicameral legislature while Delhi, Sikkim, Puducherry etc have unicameral legislature.

The upper house of a bicameral legislature is known as Vidhan Parishad or Legislative Council and lower chamber is known as Vidhan Sabha or Legislative Assembly (LA).

The Legislative Assembly is more powerful than the Legislative Council (LC).
