Kossel noticed that noble gases do not take part in chemical reactions under ordinary sets of conditions and concluded that electronic configuration of noble gases are stable.
According to him, during the formation of a chemical bond,atoms combine together by gaining, losing or sharing electrons in such a way that they acquire stable noble gas configuration.This led to the proposal of the octet rule which states that an atom loses gains or shares electrons until it has 8 elections in its Valence shell and hence stable ( except helium)
