Answer:

There are several ill effects. Let us group them into buckets; Health (both physical and mental), Economic , environmental and Societal.

Starting with Health. Short term or immediate effects include drowning and injuries. This is immediately followed by diahorrea, colds, flu etc.

In a few days, if the waters have not been sprayed with anti-mosquitio measures, the vector-borne illnesses - Dengue, Malaria , chikungunia begin to surface.

Then of course is the mental blow. Post traumatic stress, stress from with repeated extreme events, the stress because of loss. This is often ignored because flood-prone societies have enough to cope with as it is. However, the effects are very real and a substantial drain on productivity and happiness.

Economic ill effects come in two bits: direct (lost stock, lost man days of work, damaged assets) and indirect (lower productivity, less surplus to invest in infrastructure, shifting. Of factories and shops to other locations).
