Senator Claro M. Recto first sponsered the bil at Congress in honor of Rizal.

It was said that all the schools and colleges would read the life works of Josh Rizal , particulary the Noli Me Tángere and El Filibusterismo as Rizal was a hero and patiort who had shaped the national character in everybody.

In 12 June 1956 the president signed the law and after 30 days it came into effect.
