Government of India Act of 1919 was passed on the basis of recommendations of Montford Reforms. It introduced provincial government dyarchy.
- Subjects were divided into two lists: reserved and transferred subjects
- The Indian Council was to be made of not less than 8 and not more than 12 members.
- Also the number of Indians on the council was increased from two to three
- For the first time, direct elections were introduced. It made an important change that from then onward Secretary of State was to be paid from the British exchequer.
