The biggest limitations of civil disobedience movement were-

1. improper cohesion in various communities.

2. lagging of untouchables.

3. distraction of Muslim leaders.

4. it was not possible for all classes to continue the movement for an elongated period as it stretched to more than expected time.

5. absence of proper motivation in rural areas.

Limitations of civil disobedience movements are: 1.Dalit participation was limited. They began organizing themselves, demanding reserved seats in educational institutions, and a separate electorate. Dr.B.R.Ambedkar, who organised the Dalits into the depressed classes association in 1930,clashed with Mahatma Gandhi at the second round table conference by demanding separate electorates for Dalits. Ambedkar ultimately accepted Gandhiji's proposal and the result was the Poona Pact of September 1932. 2.Muslim political groups were also lukewarm in their response to the civil disobedience movement. After the decline of the non-cooperation khilafat movement, large sections of Muslim felt alienated from congress. When the civil disobedience movement started, there was a sudden atmosphere of suspicion and distrust between communities. Alienated from congress, large sections of Muslims could not respond to the call for the United struggle. Many Muslims leaders and intellectuals expressed their concern about the status of Muslims as a minority within India. They feared that the culture and identity of minorities would be submerged under the domination of Hindu Majority. There could be many other reasons also like : 1.Civil disobedience led to violent claster in many places. 2.Worried by the development of civil disobedience movement the colonial government began arresting the congress leaders one by one. 3 When Abdul Gaffar khan, a devoted disciple of Mahatma Gandhi was arrested angry crowds demonstrated in the streets of peshawar, facing armored cars and police firing. Many were killed. 4.A month later, when Mahatma Gandhi was arrested industrial workers in Sholapur attacked police force. 5.A frightened government responded with brutal repression.
