What are the limitations of criteria used by WBO or World Bank to classify different countries?

World bank uses percapita income of a place but does not consider othe factors like health ,education and wellbeing of the popultation.  This makes the Middle east countries like saudi which are rich only because of their oil and do not fulfill any other criteria.
