You can't have democracy when there is ongoing civil war - Syria;

You can't have democracy when the majority of the population is illiterate - Afghanistan;

You can't have democracy when the majority wants to wipe out the minority - Iraq;

You can't have democracy when the party who loses an election will immediately take up arms and topple the government - Yemen;

You can't have democracy when killing and assassination are accepted ways to settle disputes - Ukraine;


Democracy has a number of limitations that depend both on the populace and on the design of the government:

Democracy allows people to vote for their own destruction. An ignorant populace and media control are the #1 enemies of democracy. Both the EU and the US are pathological in both regards.

The power of democracy is inversely proportional to the number of unelected top officials. That means that presidential systems are better than parliamentary systems, but since under both systems the majority of the executive branch (ie the cabinet) is appointed, the difference between the two is small in practice.

Democracy is heavily dependent on the voting systems used. Poor voting systems kill political competition and disenfranchise the voters.

Democracy is also heavily dependent on incentives.

Democracy cannot function when excessive power is concentrated into a single government position or agency.

Democracy fails miserably when politicians are able to make important decisions such as declaring war, creating new government agencies, changing the constitution, and making foreign agreements without the direct approval of the citizens through referenda.


Finally, democracy cannot exist without freedom of speech.
