under the unitary system either there is only one level of government of sub-units are subordinate to the central government.

#in unitary gorm of government central govenment can pass an order to the local government

#federal form of government=>
under the federal system the central government cannot order the state government to do something

#in federal form of government state government has power of its own for which it is not answerable to the central government
