1. The constitution of 1791 vested the powers to make laws in the national assembly which was indirectly elected.
2. However, not all people have the right to vote. only man above 25 years of age who paid taxes equal to atleast 3 days of a labourers wage were classed as active citizens i.e. they were entitled to vote. Rest men and all women were classed as passives.
