1.) Separation of religion and State. If a state is based on one religion it will discrimate agasinst others and base decisions on religion rather than what is right for the countrry anc its citizens.
2.) Equality of all citizens ( universal suffrage, etc)
3.) Rule of Law — the State must work within a fixed legal framework approved by the citizens.
4.) Separation of powers, particulary an independent judiciary — who are the referee in 3. Above.
5.) A legal balance between the rights of the individual and the “common good". The individual must accept the will of the majority.
6.) There is a sixth — involvment of citizens. If a third of citizens can't be bothered voting, a vocal and active one third can control the government.
