Mainly it was Russia and England against Germany. All three of the countries had a relationship with each other because the rulers of each country were cousins and the grandchildren of Queen Victoria of England who was viewed as the grandmother of Europe because her descendants married into the royal ruling families of European countries. What had happened was that Wilhelm, who was the Emperor of Germany, was surrounded by European countries that had made alliances with one another. This caused him to feel outed and for conflict to ensue between all of Europe.
