The major reasons for less effectiveness of the anti-poverty measures are-

1. Compared to the massive population of the country, the creation of jobs is very low. There is a state of in-equilibrium where people are poverty-stricken and there are no jobs to offer. Generation of jobs is the first initial step to manage poverty and then the anti-poverty measures.

2. There was an uncoordinated implementation and management of the poverty alleviation schemes. It had loopholes in its execution. It lacked an effective plan and a structure.

3. There was a lack of professional managers in the execution of the schemes.
