ADVANTAGES

1. POLICY IMPLEMENTATION : It would be easy for government(central) to implement the policies sponsered by them apparently cost efficient and least administrative procedure will be needed.

Basic schemes under ministry such as SJGSY and NREGA could be effectively implemented .

2.POLICY MANAGEMENT : As the institution will become answerable to ministry directly, the working efficiency and effectiveness will increase.

3.FUND : Unlike institution faces problem now, fund from centre will increase and schemes could be easily managable at grass root level.

4. FUNCTIONS : As functions of both are similar on water, education, social welfare and health, working capability will synchronise giving less burden on both.

DISADVANTAGES

1.CENTRALISATION OF ADMINISTRATION: whats wrong with that ?

well the problems and policies known by each other are different as per there level of administration. So, by centralisation the main local issues known by institute will lose ...causing ineffectiveness at lower level .....THE SOLE PURPOSE OF PANCHAYAT'S FORMATION.

2. NO GRANT FROM STATE AND LOCAL BODIES : It will be likely to happen as any state wont like to share any fund with centre when it already have ample amount of resources.

What will it cause ?

Centre will primarily grant on the schemes sponsered by them and less will be the focus on panchayat's policies.

3.LESS EXPERIMENT ON NEW POLICY FORMATION BY INSTITUTE :As panchayat would be bound to the policies of centre ,less attention will go on any new local policy formation.

4.LACK OF ATTENTION FROM MINISTRY IT SELF : As ministry will be already engaged with there targets and schemes , institute and there recommendation might get less priority.
