Growing complexities and highly dynamic nature have always been the two key features of International Politics. After having undergone big changes under the impact of the Second World War, the relations among nations have changed and are still changing in this first decade of the 21st century.
The changes in the global power structure and resulting developments produced by the last war, underwent several subtle but definitely big and formidable new changes in the last decade of the 20th century. In particular, after 1987, rapid changes began characterizing the relations among nations.
The Cold War came to an end. The Warsaw Pact died a natural death. The collapse of the erstwhile USSR became a reality. In place of the erstwhile USSR, Russia emerged as the successor state. There emerged a Commonwealth of Independent States (CIS) i.e. an association of nine independent republics of erstwhile USSR. Russia had nuclear weapons and yet it came to be a weak power.
