1To promote learning by providing many different paths for the student to construct knowledge about reading.
2To integrate learning so that topics are connected across the program components assuring competence as a reading professional.
3To provide learning through engagement with peers and others in learning communities such as Mentoring Groups in which students in the Reading Program are sustained and challenged.
4To require students to engage in action, analysis, and reflection of program areas of knowledge, skills, and dispositions through core program components and individual classes.

The objectives of a Reading program are:
- Decoding, fluency, and comprehension are just a few of the skills involved in reading.
- Each area should be addressed separately in good learning objectives.
- In addition, good objectives should be measurable in some way, which means that one should be able to see a student's actions.
- Furthermore, an aim should be tailored to the student's grade/skill level.
