Lord Lytton's repressive policies were:

1) The Vernacular Press Act, 1878, to take away freedom of the Press, as the Press was greatly contributing to the rise of nationalism in India.

2) He held the Imperial Durbar in Delhi, during a great famine. This callous activity was greatly criticized by the press.

3) He reduced the age limit of Indian Civil Service Examinations from 21 to 19 for examinations.

4) The Arms Act, according to which only the Indians needed license to keep arms. The Europeans could keep it without license.
