The Vice-President is not a member of the Rajya Sabha yet he acts as its Chairman. 

1) He conducts the business of the House.

1. He is the ex-officio Chairman of Rajya Sabha.
2. He presides over the sessions of the Rajya Sabha and has the right of casting vote in the case of an equality of votes.
3. In the event of the occurrences of any vacancy in the office of the President by reason of his death, resignation or otherwise, the Vice-President shall act as President until a new President is elected and enters upon his office.
4. When the President is unable to discharge his functions owing to absence, illness or any other cause, the Vice-President shall discharge his functions until the date on which the President resumes his duties.
5. When the Vice-President acts as the President, he gets the emoluments of the President and enjoys all the powers and immunities of the President
