I think Black markets arise largely because of government tax or currency control or other legislation. The further away from a “free market” an economy is due to government intervention in it, the bigger the opportunities for those who want to bypass the legislation in some way i.e. that is the 'black market'. The only way to prevent it is by strict policing of offenders or by not having legislation that contradicts free markets and competition.
