The electronic configuration of cations is assigned by removing electrons first in the outermost p orbital, followed by the s orbital and finally the d orbitals (if any more electrons need to be removed).

there are very easy principles used in electronic configuration.
you will only have to learn that first shell can hold only 2 electrons and 2nd,3rd can contain 8 shells(electrons) at a time.
suppose we have hydrogen whose atomic no. is 1
so electronic configuration is one and valency is also 1
similarly if we have oxygen whose atomic no. is 16
so electronic configuration of oxygen is 2,8,6
and valency is 2 as last shell is not complete.
