There aren’t any notable challenges that face secular states specifically. Just to be clear, a secular state is not an anti-religion state. Think of a secular state as the unbiased state. A truly secular state doesn’t favor any religion.
Even though this seems to be anti-religion, it actually protects religion, as one doesn’t get favoured over the other. Even within the same religion, there can be different factions. For example, if you’re an evangelical christian, but the ruling party adheres to a more traditional form of christianity, they may try and enforce old testament rules like banning eating shellfish, or wearing blended fabrics. Would you consider that fair to you or anyone else? Of course not.
