Strategy of educational development during next decade of planning takes into account different emerging factors like (i) National aim of providing primary education as a universal basic service,
(ii) Supreme Court judgement declaring education to be fundamental right for children upto 14 years of age, (iii) Need to operationalise programmes through Panchayati Raj Institutions (PRIs) and Urban Local Bodies (ULBs), (iv) Legal embargo on child-labour,
(v) Provisions of Persons with Disabilities Act, 1995 and
(vi) Heightened awareness of human rights violations in respect of women, children and persons from disadvantaged regions of society.
It's also realize that a large number of school children who figure neither in school enrollments nor in calculations of identifiable child-labor are to be provided access to schooling.
It's equally necessary that problem of universal elementary education and literacy is tackled through a strong social movement with clear goals and involving State and Central Governments, Panchayati Raj Institutions, Urban Local Bodies, voluntary agencies, social action groups, media and every supportive element in society.
