This is the basic difference between GSLV (Geosynchronous Satellite Launch Vehicle) and PSLV (Polar Satellite Launch Vehicle). Both PSLV and GSLV are the satellite-launch vehicles (rockets) developed by Indian Space Research Organisation (ISRO). PSLV is used for delivering various satellites to Low Earth Orbits.
