What are the purposes behind storage of grains ?

The purpose behind storage of grains is that to prevent the grains from getting spoiled due to bacteria and seconds reason is that to reduce the shortage of food as if the crop fails during the year the govt. can supply that stored grain to the people and can satisfy their needs.
