Governor is appointed by president of India.

Article 157 of Indian Constitution comments on the qualifications for appointment as

1 He should be a citizen of India.

2 He should have completed the age of 35 years.

However conditions mentioned are

He should not be a member of either of the house of parliament or of the state legislature .

And he should not hold any other office of profit.

There are two more conventions developed in this regard over the years.

1 He should be an outsider(to the state).

As this will prevent him from involving into local politics and interests , and practice it's position with utmost sincerity and neutral .

2 While appointing the governor the president is required to consult such names with the chief minister of the state concerned .
