Evaporation takes place at all temperatures though it is higher during summers. Evaporation makes the humidity high in air but only humidity cannot bring in rain. Humidity should be condensed by convection which is uprising of moist air to form cumulonimbus clouds or thunder clouds to give rains.

Hope it helps ✌️✌️
