Modern refrigerators usually use a refrigerant called HFC-134a (1,1,1,2-Tetrafluoroethane), which does not deplete the ozone layer, instead of Freon. A R-134a is now becoming very uncommon in Europe. Newer refrigerants are being used instead.

Answer:
Water coolers usually use a condenser/evaporator type cooling system with a compressor to change the refrigerant state from gas to liquid. Older water coolers, some of which are still in use, used Freon, or R-12 refrigerant to cool the water.
