A device that implements internet protocol. You can get a matchbox-sized single-board computer that will work quite well (e.g. Raspberry Pi, Beaglebone). Then you need an connection to an existing internet node. E.g. a cable modem on a cable TV network, or a WiFi hotspot on a cellphone on a cellular data plan, or a wall outlet with ethernet at a campus or hotel.
