Election in China are based on a hierarchical Electoral system where by local people's congress are directly elected,and all higher levels of people congress up to the national people congress ,the national legislature are indirectly elected by the people congress of the level immediately below.

New democracy was an intermediary stage unlike western parliamentary electoral democracy.
