1) to identify the resources across the regions of the country. The methods can be surveying, mapping and qualitative and quantitative estimation and measurement of that resource....
2)There should be a planning structure endowed with appropriate technology, skill and institutional set up for implementing resource development plans...
3)To coordinate the resource development plans with overall national development plans . .....

✴️Resource planning is a technique or skill of proper utilisation of resources. As the resources are limited and unevenly distributed over the country their planning is essential. Resource planning comprises three stages:
(i) Preparation of inventory of resources.
(ii) Evaluation in terms of availability for development.
(iii) Planning for exploitation of resources
