First of all we should provide basic education to each BPL women's .In this reading, writing and basic artematic parts are must,so that they can take interest to know about their rights ,their strength,etc. As Mahatma Gandhi told” If one woman literate means a family literate ,our future will be litrate”

With a literacy rate of 74.04% in India (2011 Census), GoI has taken several initiatives to increase the literacy rate in India, albeit with less success. The working definition of literacy rate in India is, “The total percentage of the population of an area at a particular time aged seven years or above who can read and write with understanding” and I will assume the same in my answer.

Some measures that can be taken to increase the literacy rate are:

  • Since many children contribute to their family's income and thus get less time to study, policies can be implemented to increase the poor household incomes. UBI for poor families with children under the age of 10 is one such measure.

  • Community schools such as those run by Gurudwara Committee, Madrasas et cetera should be encouraged by every other community. Local co-operative schools can also be established.

  • Contribution by NGOs and other social service institutions has to be called upon.

  • Whistleblowing by general public about the conditions of government schools in rural areas will improve the transparency about quality of education.

  • Social Service Credits could be made mandatory for first and second year students. They could offer classes to underprivileged students after college hours.

  • No-detention policy should be abolished which make children take studies less seriously.

  • MOOCs like NPTEL could be created for elementary students which can be accessed by students of remote areas at prescribed government centers.

  • Additional tax benefits could be given to companies providing CSR funds in the field of education.

  • Obviously we would have to keep in mind the economic and cultural feasibility of the above mentioned measures but I surely believe that current scenario will change for better.
