What are the steps that we can take to improve the tourism, so that more number of tourist visit our country?

the auth. of tourism should provide some strict laws which should be followed by everyone whether tourists,drivers,hotels.
the law which could be made can be at hilly areas the tourist drivers can have only 4 people in big (suv) cars.and in small cars only 2 people with luggage inside their cars only but not on their roofs.
