Hitler tried several different strategies to gain power. In 1923 he tried force with his “Putsch” where he tried to take over the Bavarian government. That failed and he went to prison. He then tried elections by running against Hindenburg for President. That failed also as Hindenburg defeated him in 1932. Also, the Nazis could not win a majority in the Reichstag to enable them to make Hitler Chancellor. Therefore they resorted to trickery by getting wily Catholic politician Franz von Papen to convince Hindenburg that if Hitler were not “invited” into the government that the communists would take over Germany. That was something that most Germans did not want.

Once in power (Hitler was appointed Chancellor on January 30, 1933) he used the Reichstag fire, started by a Dutch communist, as the excuse he needed to enact martial law over Germany with the Enabling Act. So in effect he ruled with police power. Nazi Germany was a dictatorship and a totalitarian society.
