I think perhaps - security.
Good diplomatic relations, so the country doesn't have threats from outside.
People feel safe and free to go about their lives unimpeded by undue government interference.
The population is free to voice their opinions in a peaceful way even if that opinion conflicts with the current leadership.
All groups are welcomed, involved and free to express their diversity.
All the above relate to how the population feel - which is a product of how secure the country is and how secure each individual feels living in that country.
