 “Resource planning is a technique or skill of proper or judicious use of resources. ”<br>Resource planning is a complex process which involves,(i) Identification and inventory of resources across the regions of the country. This involves surveying, mapping, qualitative and quantitative estimation and measurement of the resources.(ii) Evolving a planning structure endowed with appropriate technology, skill and institutional set up for implementing resource development plans.(iii) Matching the resource development plans with overall national development plans.

As the resources are limited and unevenly distributed in our county so its proper planning is required.The three steps are-:
1) Preparation of inventory of resources :- It includes surveying , mapping and measurement of characteristics and Properties of resources.
2) Evaluation in terms of availability of it'd developed :- It examines resources on the basis of technology , skill ,economy and need.
3) Planning for exploitation of resources :- It is related to action-orianted planning which emphasises use and reuse of the sources.
