Two basic criteria include

  1. GDP. This reffers to basically the income and turn around of any given country.
  2. Infrastructure, Health care, Education etc. For instance you might compare hospitals in Country A to those in country B and gauge which ones in a bad state. Same applies to infrastructure and education levels. This will give you a rough estimate of how a country is doing.
