Two basic criteria include
- GDP. This reffers to basically the income and turn around of any given country.
- Infrastructure, Health care, Education etc. For instance you might compare hospitals in Country A to those in country B and gauge which ones in a bad state. Same applies to infrastructure and education levels. This will give you a rough estimate of how a country is doing.
