Thank you for asking this question. What you are referring to is a very popular internet meme which went viral almost two years back in 2015.
Some people saw it as a 'Blue' dress while others said it was 'Golden' in colour with black and blues.
The meme was so popular it was even covered by BBC and CNN. However, the real reason why people saw two colours was due to the camera filter used for this picture

it's just a psychological occurance and nothing else..
this illustration was even covered by BBC AND CNN
some think and to them this appears to be golden and white
and to others it appears black..
