Answer:

The basis for creating the new states is socio-political and not linguistic. With the new states, the Indian Union now has 28 states. Madhya Pradesh was reorganized with the creation of Chhattisgarh, constituting the seven eastern districts of the old state.

On language basis: New states were created to ensure that people who spoke the same language lived in the same State.

On basis of ethnicity, geography, & culture: This comprises states such as Uttarakhand, Jharkhand, & Nagaland.

Explanation:

  • The "creation" of "Linguistic States" was the "first & a major test" for "democratic politics" in our nation. Linguistic states were created to accommodate regional diversity. People "who spoke" the "same language" must live in same state.
  • Several old states dissolved and several new states were created. States have changed places, borders & titles. In 1947, many old states' boundaries were changed to form new states. It was intended to ensure people live in the same state & speak the same language. Such States were formed not by language but to recognize cultural , ethnic and geographical distinctions. States such as  Uttarakhand, Jharkhand, & Nagaland have them.
