As rightly said by other Quorans, controversy related to provisions of Article 131 confers Supreme Court to decide the matter within its original jurisdiction.
Furthermore, as per Article 32, Hon’ble Supreme Court of India is the guardian & protector of fundamental rights and any person whose fundamental rights are violated can directly approach the Supreme Court for remedy. Supreme Court has from time to time interpreted the fundamental rights and has protected the Citizens of India from any unconstitutional legislation which breach their fundamental rights. Any matter regarding the enforcement of Fundamental Rights comes under the Original Jurisdiction of the Supreme Court. Apart from this, Supreme Court is the Highest Interpreter of the Constitutionand tribunal for final settlements of the disputes between Center and States as well as States and States. Supreme Court has original Jurisdiction in matters related any dispute between:

Furthermore, very few cases can be directly filed into Supreme Court unless and until the case involves relief claimed under Article 32 or Article 131 of the Constitution.
In extraordinary circumstances, one can file ‘Contempt Petition’ directly in Supreme Court under Article 129 of the Constitution.
