promotion is one of the happiest moment in the life of any employment whether he/she is working in private sector or government sector is not the matte.
promotion in simple language you can say that it is a reward or an award for the person who gets it.
once he /she gets the promotion he/she works more and puts his/her qualities to develop or on increase the benifite of the organisation.
it also build confidence of the employees.
for example if A is working with marketing and his result is not so good and A is good in HR system and if management knows that A is suitable for the HR position in such cases transfer can be done in order to utilise A's qualities and skills.
second thing most of the organisations do not ask employee to quiet the job cause they want to continue the pereson in the organisation
second reason nobody gets another job within limited period and so the employee will be in difficult therefore organisation thinks in this way and tries to transefere the person to other department.
reason is, if organization asks more people to quiet the job rather transefering him/her to other department, this activity may damage the impression or prestige of the organisation in the society
