This approach neglects the fact that reducing resource consumption always reduces CO2 emissions”, adding that the key issue at stake was unbalanced consumption on a global level, “an issue of global ethics.” In this regard, the International Resource Panel (2014) promoted “equal access to and/or attribution of resource consumption on a per capita basis", recognising that countries within the Global South should achieve a rising share of global resources while those of the North should dramatically lower their absolute levels of consumption.
