translucent objects are the objects which partially let light pass through them.
not sure about the second part, i think it is yes.we can achievce it by looking at a light source through the paper.

The second part.....paper is already translucent. Almost every kind of paper let's some amount of light to pass through it. Try out in a dark room pass paying a beam of light through a paper. You will be able to see at least some of it through the other side.no paper is opaque. And.. In most cases..opaque objects cannot be turned into translucent or transparent. Yes... They can be made hollow and porous ...but the material will still remain opaque. Hope this helps.
If you put a little oil on paper, it turns into translucent .. right ?
