The existence of a government in which the powers and ruling is concentrated among a very small number while a larger people have no say in the ruling is called oligarchy.

Its two types are theocracy and communism.

Theocracy is the form of oligarchy in which the power is vested with the holy officials and laws are based on religious doctrines whereas monarchy is the form of oligarchy in which the rule is passed on to the successors i.e. it is inherited.
