Step-by-step explanation:
b) The electrons present in the outermost shell of an atom are known as the valence electrons. The valency of an element is either equal to the number of valence electrons in its atom or equal to the number of electrons required to complete eight electrons in the valence shell.

Valence electrons are the outermost electrons of an atom. They decide the valency of the atom.
For example, take Na whose atomic number is 11. Its electronic configuration would be 2,8,1 so in the outermost shell the no of electron is 1 so it will donate this electron to any other non metallic atom and gain a valency of 1.
Hope it helps!
