Western disturbances are the temperate cyclone originating in Mediterranean Sea. The North West India including Western Punjab, Western Kashmir receives rainfall during Winter. Due to rainfall in winter it is beneficial to the wheat cultivation in Punjab as the rainfall speeds up the germination of wheat seeds.
Hope this is Helpful.
