What are you up to is an idiom that means what are you doing? Such as when you ask someone what they are doing, you say, what are you up to? Or it can be used as, are you up to questionable behavior? When teaching I often ask the children in a stern voice, “what are you up to?” it is similar in meaning to the phrase, 'They’re up to something'. You can also say, ‘What are you up to today?’ Which means, ‘what are your plans/what are you doing today?’ although it sounds more natural to use it when asking someone what he is doing right now.
