It's easy... First you need to to know that 1 longitude=4 minutes. The longitudinal location of the places would be given. Just subtract both the longitudinal value of both the locations. For example, 40°E and 20°W so you get the difference as 20. Now you need to multiply it into 4, i.e. 20*4 = 80 minutes. Now if you need to find the time at 40°E, you need to add it to the time given. However, if you need to find the time at 20°W, you need to subtract it to the time given. So basically if you have to find the time of the place in the east, you add and vice versa.
